The poorest 20% […] of the city was left behind to drown. This was the plan. Forget the sanctimonious bullshit about the bullheaded people who wouldn’t leave. The evacuation plan was strictly laissez-faire. It depended on privately owned vehicles, and on having ready cash to fund an evacuation. The planners knew full well that the poor, who in new orleans are overwhelmingly black, wouldn’t be able to get out. The resources — meaning, the political will — weren’t there to get them out.
- How do you deal with disaster?
The priorities are, in order:
Life safety
Mitigating the situation
Securing property
Given limited resources, you save life. With more resources, you save lives and keep the incident from expanding. With all the resources you want, you save lives, put out the fire, and protect other property. - E-mail #2 from the rescue worker:
Some of the team members are watching coverage for the first time since Sunday night. They’re pretty fucking pissed off.
They haven’t realized the lack of control that the big emergency operations people are dealing with. They follow orders of the local guys and just do the best they can to save people, save people, save people.
They are only just now seeing that once they risk their necks to save people, the next level of the system isn’t in place yet and that the people have to start a whole new struggle to stay alive. Morale is getting low.

Images of New Orleans’ hurricane-ravaged population were transformed into black, out-of-control, criminals. As if taking a stereo from a store that will clearly be insured against loss is a greater crime than the governmental neglect and incompetence that did billions of dollars of damage and destroyed a city.

Waarom denk jij dat er zo relatief weinig aandacht is in de NL pers? Het radiojournaal alleen al begint steevast eerst over idioot triviale dingen, Henny Stoel viel in het oog haast van haar stoel toen ze van een Volkskrantcorrespondent hoorde hoe erg het is. Rampen van kleiner formaat zorgden al voor continue coverage. Dit is 9/11, misschien zelfs erger. Is het omdat het een langzame ramp is? Of omdat het arme zwarten treft?
